		<description>My guess is an editor assigned the story to a reporter to follow up on the tip. That&#039;s usually the practice at most newspapers. Unless, of course, the editor wants to bury the story.</description>

		<description>Having spent half my life in newsrooms, I can guarantee you that it was probably as frustrating for the reporter who unearthed the emails as for the State&#039;s readers that the paper just sat on the story. As Mark Twain famously said, the worst editors are the ones who are alive!</description>
