President Bush has shocked and stunned the political world this morning by (suddenly, without warning, and with just three trimesters left in his presidency, too) announcing a bold new initiative:

I think the taxpayers, as well as the people we’re trying to help, need to know our strategy is well-defined, with clear goals, and we hold people accountable.

That is a bold new initiative he’s announcing, right?
