Spellings says No Child law near perfect (USA Today):

Education Secretary Margaret Spellings said Wednesday the No Child Left Behind Act is close to perfect and needs little change as its first major update draws near.
“I talk about No Child Left Behind like Ivory soap: It’s 99.9% pure or something,” Spellings told reporters. “There’s not much needed in the way of change.”

There seems to be a misunderstanding in Spellings’ office on how to calculate percentages:

A bipartisan group representing 50 state legislatures…called for major changes in President Bush’s landmark education initiative, which it lambasted as unconstitutional and impractical.
