Shouldn’t They Reform Citizenship Rules Too While They’re At It?

One, if life begins at conception, how come we grant citizenship to children born in the U.S. but not to children conceived in the U.S.?
And here’s a thought experiment, followed by question 2. Suppose some worthy organization (either out of sincere belief, or out of a sincere desire to make mischief) sponsors a newlywed foreign couple to spend their honeymoon in the US. They don’t leave till a baby is conceived, said event being attested by a duly notarized pregnancy test, performed in these here yoo-nighted states. (Or, depending on how much they enjoyed their participation in the thought experiment, these here yoo-hoo-nighted states.) They return to their native land, where their baby is born. They file for citizenship for the baby, and fight the case all the way to the Supreme Court, where the case comes up in 2008 (under the current administration; assuming of course that there is no mid-course correction in the identity of our President).
The question is: would the Justice Department file an amicus brief in support of Baby Doe?
